Bilan négatif des Tèt Kale par l'un des grands défenseurs du régime rose sur le net

Martelly "gouyadant " de joie suite à sa sélection par la CI

M. Jean H Charles est un homme de droite, du genre à faire l'éloge d'un penseur raciste comme Ernest Renan.

Donc, il était tout à fait logique qu'il applaudisse à deux mains à l'arrivée de l'extrême-droite en Haïti, représentée par les duvaliéristes, ex-macoutes et ex-FAD'H, auxquels est venue s'amarrer la génération des Gnbistes.

M. Jean H Charles a une thèse, qu'il ressort, constamment, qui serait que les Haïtiens font la chasse aux Mulâtres. Ce serait pour cette raison, selon lui,  que Rouzier n'aurait pas été choisi comme Premier ministre. C'est bien évidemment faux. M. Ericq Pierre est-il un mulâtre ? Non. Pourtant sa candidature au poste de Premier ministre  a été rejetée à deux  reprises. 

Il existe dans ce microcosme politique haïtien des raisons qui échappent à la raison: règlements de compte, antipathies personnelles...Etc. qui sont ignorées par un citoyen comme M. Charles, tout fraîchement impliqué dans les cuisines de la  politique haïtienne.

Agiter cette affaire de Mulâtres et de Noirs dans le cas de Rouzier- qui d'ailleurs a joué un rôle politique important dans la fabrication du coup d'Etat contre Aristide et entre 2004-2006-  ne tient pas la route.

Durant  tout le mandat de Martelly, M. Jean H Charles n'a eu cesse de peindre à ses lecteurs une Haïti en pleine transformation sous l'égide des Tèt Kale,  se refusant à porter des critiques sur la gestion des finances du pays, sur le gaspillage des ressources de l'Etat, sur les mesures inconstitutionnelles prises par le  régime. Faisant fi des dysfonctionnements, il les présentait  au contraire comme témoignant d'une bonne politique "pragmatique".

Ainsi, dans ce texte pourtant très critique, il récidive en présentant la sélection d'agents intérimaires par Martelly pour remplacer les élus, comme découlant d'une mesure visant à réparer la vacance des mairies.

Sans évidemment mentionner le fait que si vacance il y avait, c'est que d'élections Martelly n'en avait pas faites.

Pour cet homme de droite, le fait de ne pas organiser d'élections et de mettre à la tête des mairies des hommes et femmes choisis par l'Excellence rose, bien que enfreignant les règles démocratiques, était une bonne initiative dans la mesure où elle allait dans son sens.

Il nous dit, avec une certaine naïveté, qu'il aurait pensé que M. Racine, l'époux de la fille de la tortionnaire Mme Max-Adolphe, qu'il dit être un des plus intimes conseillers de Martelly -combien de conseillers a Martelly ? Quel  est le montant de leurs salaires ?-  chargé de cette sélection​,  aurait choisi des personnes compétentes - comme lui ? - dans le pays et dans la diaspora pour les placer à ces postes.

Comme si M. Racine pouvait ne pas être M. Racine, un total réactionnaire, et aller à l'encontre de son idéologie mortifère en faisant le choix de personnes indépendantes, compétentes et honnêtes, donc forcément progressistes, pour agents intérimaires.

Alors même que la soumisssion, l'absence de scrupules et/ou la bêtise étaient les principaux critères de ce recrutement.

L' homme de droite est déçu. Il lui reste 3 maires à se mettre sous la dent, trois duvaliéristes sans conscience  qu'ils citent  comme des exceptions à la règle de la médiocrité. Sans toutefois nous démontrer en quoi ces 3 agents intérimaires de l'Exécutif se sont montrés plus efficaces dans leur gestion que les autres 147 dont Racine a fait le choix. Peut-être des copains à lui ?

M. Jean H Charles passe en revue différents ministères : Agriculture, Environnement, Santé, Tourisme et fait le bilan de leurs actions qu'il juge négatif.

Même celle qu'il nomme la "ministre star" du régime Tèt Kale ne trouve pas grâce à ses yeux. Il dit avoir visité l'ensemble des nouveaux hôtels d'Haïti et avoir constaté qu'ils étaient tous vides à l'exception du Mariott.

Il est vrai que s'il y a un bluff qui a bien marché - et qui continue plus ou moins à fonctionner avec l'ouverture du Club Indigo- c'est bien celui de Mme Balmir Villedrouin.

Un bluff que nous avons toujours dénoncé sur ce blog. Sachant que toutes les études ont montré qu'Haïti, dans son état de sous-développement institutionnel et structurel, était dans l'incapacité de concurrencer les autres destinations de la Caraïbe qui ont plus de 30 ans d'avance dans ce secteur.

Parce que le tourisme de masse (comme le kidnapping) est une industrie qui ne s'improvise pas et ne peut pas reposer sur la bonne volonté d'une ministre, fusse-t-elle rose rakèt- mais sur une série d'autres domaines ( infrastructures, équipements sanitaires, approvisionnement,  transports, personnel formé, structures de culture et de loisir, et réseaux internationaux d'agences qu'il faut convaincre à coups de dollars de l'intérêt  pour elles de vendre la destination Haïti.)

Toutes les études ont également démontré que la diaspora et le Monde Noir- tel que rappelé par M. Jean H Charles- devraient être la cible prioritaire de la Ministre. Et qu'Haïti pourrait profité de l'exceptionnalité de son histoire, de sa culture et de ses arts, pour se créer une niche touristique originale dont la population pourrait bénéficier.

Mais Mme Balmir Villedrouin - tout comme Martelly et l'ensemble de l'administration Tèt Kale- qui se retrouve pour la première fois à diriger un ministère sans être jamais passée auparavant par une case de fonctionnaire de l'Etat- est persuadée qu'elle n'a rien à apprendre, si ce n'est de ses protecteurs et financiers étrangers.

Car, Mme Balmir-Villedrouin, comme l'ensemble des Tèt Kale, avait (et a) un rêve rose, une nostalgie de la forme de tourisme dans la période de Duvalier. Oubliant totalement que le monde ne s'est pas arrêté en attendant que la CI leur redonne le pouvoir. Et qu'il est impossible de répliquer ce qui a donné quelques rares résultats dans un climat particulier : celui de la dictature. 

Cette obsession du retour à l'obscurantisme duvaliériste, au monde des macoutes et de l'armée violente, corrompue et budgétivore, à celui de l'enrichissement facile et rapide, partagée par l'ensemble de la slama Tèt Kale, explique leur présentation de vieilles recettes sans lendemain comme étant  des "pour la première fois".

C'est bien cette obsession de retour à un monde arriéré -leur unique repère d'individus élevés dans ce moule- qui leur interdit d'innover et de penser à des solutions pouvant inscrire Haïti, à moyen et long terme, dans son siècle.

Les roses sont restés bloqués à la période 1957-1986, celle de leur passé paradisiaque,  qu'ils rejouent comme un disque rayé.

Les Tèt Kale  (et leurs alliés gnbistes) sont avant tout des revanchards, qui n'ont eu  cesse de défaire les acquis post-duvaliéristes et combattre les revendications du peuple haïtien de vivre en paix dans un Etat de droit. 

Leur unique objectif politique est celui d'imposer au pays, avec force slogans fallacieux -aussi fallacieux que leurs élections dont ils n'ont jamais voulu-  une régression en marche forcée vers une espèce de société  dévoreuse d'hommes, de femmes, d'enfants, d'arbres. Et dont les seuls repères seraient l'argent et la force.

Peut-on changer l'ADN des macouto/militaro/duvaliéristes ?

Pour ma part, je répéterai avec M. Laraque : " Il n'y a pas de bons duvaliéristes."

Par "bons'" il faut entendre non pas le caractère personnel d'individus mais l'idéologie dont ils sont porteurs.

L'élection frauduleuse de Martelly à la tête du pays, et celle en projet de Jovenel Moïse viennent confirmer ce qui aurait dû être évident.

A savoir que, avoir à la tête d'un pays un personnel politique connu et reconnu pour sa cruauté, sa cupidité et son incompétence n'avait aucune raison de donner de bons résultats

"La définition de la folie, c'est de refaire toujours la même chose, et d'attendre des résultats différents."

Tant que les Haïtiens, de tous courants politiques, n'auront pas compris que ce gang d'hommes et de femmes repésente  un danger permanent pour leur propre équilibre, leur santé physiologique et psychologique, leur sécurité et celle de leurs familles, le pays continuera à dégringoler, jusqu'à s'apparenter à un gigantesque  Fort-Dimanche à ciel ouvert.

Ils resteront prisonniers dans leur propre pays. 

Et continueront à  vouloir s'en échapper en allant chercher la vie sous d'autres cieux.

Commentary: Michel Joseph Martelly's lieutenants have failed his government

By Jean H Charles I met Mr.Martelly some five years ago around the Christmas holiday as we were ready to board a plane from Kennedy Airport to Port au Prince Haiti. I approached him and told him he must atone for his bad boy life as he was preparing to become a candidate for the presidential election. With an air of defiance, looking at me right in the eyes, he told me he would atone only when those past leaders who have repeatedly insulted, humiliated and wronged the people of Haiti would do so! Eureka!, I was converted, here was a man with the sufficient emotion, if he could assemble the right lieutenants, was ready to avenge the Haitian people as Jean Jacques Dessalines did for the wrong done to the Indians and to the black people for the past 300 years! I wrote two essays: I am voting for Michel Martelly, and I am voting again for Michel Martelly to support his campaign!  Five years later, I, along with the majority of the Haitian people, have either been deceived by him or by his lieutenants. He might be going down as the best one in the past 60 years (imagine the sad case of the cumulative deficit governance in Haiti!) but as I said in another essay, using the lowest standard of evaluation, Haiti in coma, cannot afford another physician of that caliber. To start with he had a hard time securing a prime minister, his first choice Daniel Rouzier was rejected point blank by the Parliament for no other reason then, because he was a mulatto. Haiti discriminates against its mulatto sector with the same rigor that it discriminates against its peasant population. While the discrimination is social, political and economical against rural Haiti, it is only political against the former. Rouzier's understanding of the negative consequence of the social stratification system of Haiti would have made a much better choice than the following ones. The second candidate might have been imposed by the international community: Dr Garry Conille was a long time UN civil servant, with no attachments to or understanding of the intricacies of the men and of the politics of Haiti; he could not stay long in the cooking fire where he was burned and ejected by Martelly and the circle of friends around his court. Enter his friend, his business partner, his protégé, Laurent Lamothe, although a mulatto, he was rich and astute enough to buy all those who would put a veto against his nomination. Martelly's administration has all the imprints of the Lamothe government, to put it in a few words, bang bang politics, lots of fireworks with no sustainable growth and improvement. The people of Haiti are as poor, if not more so than they were five years ago. The best friends of the president and of his prime ministers might have enriched themselves and the status quo generalized. Starting with his star minister, Mrs Stephanie Villedroin, the tourism minister, has been receiving well deserved accolades for turning the world upside down to make Haiti open for tourism. You might know that I stopped for libraries … But I also stop for hotels. I have visited almost all the hotels in Haiti, albeit spanking new and immaculate, they are all empty with the exception of the new Marriott built by Digicel. After just two months, it is too early to evaluate the performance of the new baby on the block, the all-inclusive hotel Royal Decameron Haiti.  Haiti is ready for its home grown tourism based on its cultural artifacts such as its “fetes champetres” the fiesta of saints that go all year long in the different cities of the republic. This religious medieval manifestation of faith where the pilgrims go to pray to St Anthony, then St Jude and then Virgin the Chandler does not exist anymore in this modern world. The Catholic devotees of Spain, of Italy of Mexico and of the Coptic Church are eager to delve into that culture for the peace of their soul in the beyond and the means for making it on today's earth. Furthermore, Haiti is the Mecca of the slave circuit, where the citizens of the world, lovers of life, liberty and equality and fraternity can retrace the Middle Passage road to emerge as better human beings and preach the sentiment of collegiality and togetherness throughout the world. Madame Minister of Tourism, here should be your roadmap to make tourism a tool of development for Haiti and for the Haitians. You might have received an excellent grade for efforts but not enough to raise the passing bar for the Michel Martelly government. Zeroing on the minister of public works, Mr Jacques Rousseau, who has the good fortune of stability and not having endured the musical chairs so common in the Martelly administration, the performance was even worse. Of course there are some flashy achievements such as the underpass road easing the traffic from the airport to the capital city. There are improvements in the mountain road of Puilboreau leading to the northern part of Haiti but there is some essential infrastructure such as the road to the northwest of Haiti, in particular Gros Morne, that remains medieval, yet it is where the Francis mangos the only star export fruit from Haiti presides in all its majesty. In my hometown of Grand River, the second city of the north of Haiti, the road is so chaotic that a pregnant woman in labor would lose her child because the potholes are too numerous and too consistent. There are cities in the same state or department such as Thiotte in the southeast where there is no connection to go to Jacmel, the capital of that state.  There is the Highway 3 connecting Port au Prince to Cap Haitian passing through Hinche, capital of the Centre, as you leave Hinche you are in a no man’s land. There is the connection between Carice and Cerca that will make the trip from Port au Prince to the frontier city of Ouanaminthe in four hours instead of the seven hours by Highway 1, yet it is not a priority. I could continue, with the open sewers leading to death and accidents in the capital, the poor management of the garbage collection …. Suffice it to say, this ministry in spite of the government's own self-high mark is a disaster! Focusing on the ministry of interior or territorial collectivity, the Martelly government had the unique chance for a president to name at will all the mayors and all the rural sheriffs of the country. There was no election on time, the mandates of the mayors were terminated and the president could and has named the interim mayors according to his whims.  His best confidant and advisor Georges Racine has that responsibility. He and Martelly could have assembled all the best minds, in particular the women of the country and of the Diaspora who can offer their money, their time and their talent for service to the nation as mayor of the different cities of Haiti. Instead they have chosen inept political acolytes or have even negotiated such appointments for return favors. With the exception of excellent grades for the mayor of Delmas, Wilson Jeudy, the mayor of Petionville, Yvenka Brutus and the mayor of St Michel, Lisette Casimir, in a listing of some 150 mayors of towns and cities in Haiti, you could not find one mayor able to lift their communities. The environment in Haiti is so degraded and the desertification is advancing at such a step that the government dedicated 2014 as the year of the environment. The year went by with no significant improvement. Minister Jean Francois Thomas, as well as his successor Jean Marie Claude Germain, in a bang bang style, embarked on a project of seedling by air with no result.  This month of December, the mahogany trees are in full harvest season, no one in Haiti is aware of that bonanza including the ministry of environment. Imagine the minister of environment hitting three birds with one shot: using the scheme of debt swapping for nature to exchange the $1.7 billion Haiti debt to PetroCaribe for $100 million per year, as such depleting Haiti's international debt and with the corresponding amount in national money filling Haiti's mountains with mahogany trees, making Haiti rich with this green gold and as famous as Lebanon with its cedar; last but not least fulfilling Haiti's quota in reducing carbon emissions. You have failed Haiti and your government! The minister of health Florence Duperval, who is in a good tempo with the First Lady, did not score better in helping the Haitian people to remain in good health. The spectacle of thousands of Haitian people camping for days to be seen by the specialists from the American Comfort boat last July indicated there is a profound management deficit in health care in Haiti. I have suggested using the old commuter buses that have been displaced by newer ones for mobile clinics on market days in the rural counties, to no avail. I was expecting the First Lady would use her pulpit to urge the Haitian people to alter their diet of greasy food that causes diabetes, high blood pressure and all types of other disease. Latin America and the Caribbean, by the way, have the same deficit in proper everyday diet. It has not even been in the radar. The First Lady could lead all the other first ladies of the region to do likewise saving millions from diabetes, high blood pressure and stroke. The ministers of agriculture have been replaced as in musical chairs.  Suffice to say, no one has organized the Haitian workforce, which is mostly agricultural, into producing for its Diaspora the fruits and produce in season. Haiti could plant and harvest in quantity and in organic quality fruits such as citrus and cherry for the winter, soursop for the spring, and mango and apricot for summer and avocado for the fall and, as such, enriching rural Haiti throughout the year. President Martelly, an old band player, was expected to render nightlife a staple of the cultural scene of the country. With the exception of cities such as Petionville, Cape Haitian and St Marc, Haiti at night is a dead country. For these reasons and many more including the debacle of the election, the insecurity of the fin de règne, President Michel Martelly cannot force his banana man down the throats of the Haitian people. They must stand as one to say no, and change forever the way business is conducted in Haiti. This faux democracy must come to an end to usher in at last a Haiti that would be good and hospitable for all. Haiti must start its third universal revolution after the universal one against slavery in 1804 and dictatorship in 1986; Haiti must usher in 2016, the revolution against faux democracy or de facto apartheid system for itself and for the rest of the world. We will have fewer refugees flooding Europe from Africa, and zero refugees from Haiti taking to the sea to Florida or The Bahamas.

MS Elsie keeps « insulting » me by always putting a label of Man of the right in front of my name. She is again off the radar. She has for long time insisting that I could not be Haitian person since my use of the English language was too proper. Her zeal as a ferocious advocate of Arisitide has blinded her vision.
Someone who constantly defends and argues for the downtrodden so they can have their place in the sun cannot be a true man of the right. If you insist in insulting me, I am on my way of placing a candle at the feet of St Laurent so pain and suffering should be your lot in the year 2016.

By saying so, do you mean that there is no Haïtians who speak " proper." english ?
